For all who are confused about snipping in tetris 99, it's when you watch someones stream to see when they are starting a game and start it at the same time to try to get a game with them.

As someone else similarly said in the other reply, "sniping" in this context means that you join the game with the person/people that you intend to snipe (playing the same match as the one you intend to snipe).

Sniping is where you (and possibly others) attempt to get in the same game as somebody else in order to have multiple very skilled players in one game. It's really fun stuff.
