the tank has been emptied. both rear axles were lowered to tip the tank to get the last few litres out, but he should have raised the front one before driving off, leaving the back one with no road contact

Its a lift axle ..There cause more traction loss on the drive axle on uneven ground or empty truck .The driver lifted the axle to put weight on the drive axle .

The truck is empty and there isn't much weight to work with here. The rear axle is just a tag axle anyway which does nothing but lift weight off of the drive axle. That's why it was lifted.
