Using a tap as a centerpunch? Never. You can't trust a tap to not break inside a piece if it has even ever been dropped on a concrete floor! They're too hard. They can fracture while you are using it as a tap, breaking off inside the hole. Good luck getting THAT out! Never hit a tap. Ever.
This is an exceedingly bad idea!
