There are rubber gaskets missing from between the over riders and the bumper. That is the correct bolt. The length just helps with reassembly. Good luck.

Looks like the over rider in question has been crunched and or repaired from parts from another RH over rider. It certainly isn't right.

The bumpers are the same across the whole model range. It is a bad repair.
