This is the story of how Pasig River, from the post colonial era, degradation until it was rehabilitated up to the present condition.
The Pasig River is a river in the Philippines running right through the heart of Manila. It flows from Laguna de Bay to Manila Bay through a length of 26 kilometers (16 mi) and an average of 50 meters (160 ft.) in width. The average depth of the river in around 4-6 m. The river runs through some of the most populated areas in the Philippines.
Throughout history, the river was used as a major source of transportation, water, food and livelihood for many Manila residents. The river was such an important part of the country that many houses were built alongside its shores. Malacañang Palace, the official residence of the President of the Philippines, is located alongside the river.
In October 2018, the PRRC won the first Asia River prize, in recognition of its efforts to rehabilitate the Pasig River. According to the PRRC, aquatic life has returned to river.
Pollution timeline
After World War II, the rich began to move away from the shores of the Pasig and many factories took their place. During this time, shanty towns filled with squatters were created wherever there was room, including on stilts over the river. This caused the lifeline of many Filipinos to be suffocated. Through the years, the problem got progressively worse. It got to the point, in recent years,[when?] where mounds of garbage float down the river alongside boats and many of the tributaries became filled with garbage until there was no water left.
These makeshift towns and villages do not have basic infrastructure and utilities, like sewage facilities, garbage collection, and running water. This is one of the main reasons that the shanty towns were built along the shores of the Pasig. The people would not need to go far to get fresh water, they could simply put their sewage and garbage in the river as the river would carry it away. They could catch their food and bath in the Pasig. The river became the lifeline for many shanty towns, and it is these villages that were suffocating the river and, in turn, destroying their own livelihoods.
Living in the shanty towns can be a precarious proposition as many were built on stilts above the river, which is prone to flooding during the rainy seasons. Poor construction causes many of the settlements to be extremely weak against the elements. They can be very dangerous during fires as most of them are built from recycled wood.
Rehabilitation and relocation efforts
Rehabilitation efforts began in 2010 with the help of the Danish International Development Agency (DANIDA). The Asian Development Bank gave the government of the Philippines a loan of $200 million to implement a 15-year slum upgrade program for Metro Manila which includes the rehabilitation of the Pasig River. This loan is under the conditions that the relocation and livelihoods of the illegal squatters have equal importance as the environmental aspect of the rehabilitation.
The overall objective of the rehabilitation is to improve environmental management particularly with waste-water management and urban renewal. There are even talks about using Laguna de Bay for drinking water to supply the growing population of Metro Manila, on the condition that the river and surrounding waterways are cleaned and kept clean. Plans are being implemented for a dike to be built at the entrance to the Pasig River at Laguna de Bay to keep flood waters out during rainy season to prevent major areas of the city from flooding; this is coming under great controversy as the people living around Laguna de Bay would have to deal with flooding.

The only reason why the Philippines cannot attract foreign investors it is just because our country is still under the law of fdi restrictions, this restriction was implemented by our former corrupt president cory aquino during 1987 so that the foreign investors that coming to our country is limited. But you can see how the Philippines handle it's economy so well even we are still under the law of fdi restriction. The businessess here including local and international are increase and so many infrastructures projects are booming including transportation, busnesses, industries and even financial industries and biggest companies worldwide. Our economy is one of the fastest going economy in asean and 4th largest economy in the world. Today the Philippines is consider as a newly industrialised country according to UN, you can see how the Philippines manages it's own economy even we are in fdi restriction, how much more if we removed this restriction i'm pretty sure that all foreign investors would prefer to build their businesses in the Philippines than vietnam because we are inglesh speaking country and our we a lot of beautiful islands. Don't worry, our current president duterte is now doing his best to remove this restriction to attract more and more foreign investors. But the Philippines is a very smart country, it knows how to handle everything to make it's economy in infrastructures booming.

If you compared the Philippines in Vietnam it is totally different in terms of development. The Philippines is more developed than vietnam in terms of infrastructures. Look at what our president duterte accomplished now, we have skyway stage 3 that consider as one of the longest elevated skyway in the world and it is the only elevated double deck skyway in asean. We two subways that already underconstruction, we have to new giant and worldclass airport and it is also underconstruction now. We have a lot longes and iconic bridges that underconstruction all over the Philippines. New mrt and lrt trains including skytrain are also underconstruction now. We have 5 world class cities and both are also underconstruction. You can see how the Philippines handle it's own economy and development even we are still in fdi restriction. Once our president duterte already removed this stupid restriction, the economy of the will become the biggest in asean.
Initiated by Gina Lopez but was realized and push through with the political will of Duterte Administration. The reason why Duterte appointed Gina Lopez before as the secretary of DENR. Duterte administration did really a great job. To the next president please continue the projects of this current administration.

When I was in Grade 1 in year 2000, I still remember my teacher's face when she said that the Pasig river is already dead..filled with trash, fecal matters, and toxic wastes, suddenly my classmates went sad.. so innocent faces. Now, there's no words to express my joy because the river has come back to life and on its way to more improvement.

One time, my dad had a conversation with his friend who questioned the promise of 6 months... The friend said "no one can do it. That's impossible. " so, my dad replied with "of course it is impossible. But the point here is, at least nababawasan kay sa nadagdagan. The 100% crime/corruption becomes 80% rather than 150%".. Well, he said it something like that.
In one interview, a journalist asked D30, "you said you are going to wipe out crime and drugs in 6 mos, what happened now?" (i think it was almost a year after his inauguration), his answer was "because now that I am president, I have intels of the root causes of the crime. I never thought that the drug trade is deeply embedded with the officials themselves. Ang kalaban ko mismo ay ang gobyerno. So, cleaning it will take time. It will clean, but will take longer time.."

To be fair, what you see here is an accumulation of years of rehabilitation, kasama na time ng ibang admin. But props to president duterte for being really assertive in this. You can see him really care about the environment with the boracay rehab and all that.

I salute Gina Lopez for initiating the project and thanks to Pres. Duterte for finishing it. Gina indeed was one of those one in a million people who moved the Philippines forward. Hoping to see her HUGE face in a museum since she contributed so much in the advancement of the environment and helping the poor in the Philippines. Praying that our God gave her a good place in heaven.
Well it didn't start with Duterte nor with Gina Lopez. The Pasig River Rehabilitation Program started in 1989. It was headed by the DENR with the assistance of Denmark's Developmental Assistance Program.

How about those who took care of the rice field prior to being harvested? So does the one who planted the seeds and the one who maintains it shouldn't be credited too?

I honestly am so proud to what Philippines have achieved this past years. Like who would have thought so many things could be changed and improve with the current president( Duterte). Honestly when the dilawan was in the sit there was little or maybe none improvements that leads me to thinking, what they have been doing for all those years they were in that position??? The situation in manila just became worse with traffic, trash, dirty streets etc... But I’m happy that Philippines is slowly becoming better each day with the right leaders guiding us. So I hope in the future for people to choose the right decision thats best for everyone.😊❤️
