If that is steel wire it is very low alloy and annealed to a dead-soft state. You sure can't twist most electric fence wire that way because it is too stiff and strain hardens the first time it is bent.

I believe this is called the "western union" twist. A method used to repair telegraph lines.
This type of joint is called Brittania joint.Yes this was used to attend the snapped telephone/telegraph aerial lines used in those days in India.
