According to my recolection of Soviet past, the gas mask and suit he's wearing was introduced by the soviet union and standardized within it's forces in some cases in the 1970's and 1980's, the chernobyl incident building up proof for my claim. From what I know, it might just be an exercise, since the USSR never really standardized them in any active combat since it would be inefficient. The only combat that the USSR faced during these decades was the war in Afghanistan, but they still didn't use them. It's hard to find sources for this photo, it might just be a training exercise from the early 70's or late 60's.
