For anyone wondering why this sounds middle eastern, that's because it is! This track uses the "Shad 'Araban" maqam (note scale) which is commonly found in middle eastern music.
I think this track is perfectly fitting for the level. Sure, it could fit with a desert zone, but an ocean of oil makes just as much sense. The use of middle eastern note scales is suited for either. IMO it actually works better as oil ocean because of the industrial feel of the track as a whole.
That's a perfect description. I actually saw a painting of somebody combing the foreground of oil ocean with the industrial background of the chemical plant zone. If only somebody could somehow mash those two songs together and make a rock hacked level out of that, I would most likely play nothing but that for the rest of my life and die happy knowing it existed

There is music in Sonic 2006 called "Dusty Desert Quicksand" despite the game being not the best, the music is awesome. I like mostly the part in the OST at about 1:54, it just sounds amazing!

There's always a spot where those jump boosters launch you past, and I see the route to it, but can never get to starting point of that route. The spot had the extra life, star of invincibility, and super speed, I think. I love this stage, though.

I remember when you did that cheat with the sound test to get 14 continues (19, 65, 09, 17, 01, 01, 02, 04) then you start the game and you get your continues, but you have to listen to this song, with no sound effects, for the entire game.
