Dismissed? You have to be kidding me. Some excellent police work for all officers involved in the investigation and arrest. They seemed more concerned that someone's constitutional rights had been violated than being slighted for impersonating an officer. Bodycam footage bears this out throughout the entire incident. The officers involved deserve some serious kudos and recognition.

He has more and nicer gear than they were issued, so the officer said "He is more dedicated to pretending than we are (with our gear)" as its not uncommon for people to not want to buy their own gear when they are supposed to be issued, and if lost/ damaged/ or stolen you will not get replaced and have to buy yourself. If you listen that context is confirmed by the officers talking about the guys med kit and how its got more than theirs and they wish they were given one like that. It more sounds like they are subtly complaining that an impersonator was more dedicated to getting better gear than there department was to getting the officers the best gear for the job and instead giving them the bare minimum. Iv worked factory jobs and have had similar experiences where me and my shift lead had to buy our own tools to get things done. And my last job i nearly did and other people actually did because tools kept breaking and we still got told to get it done.
Because I don't think he has any malice or ill intent he was just using that stuff to help him do his job. He even told his wife everything, and flagged down a cop. This is just a technicality.

I have to say this is one of the more fascinating cop videos I've seen (and I've seen a lot!) The fact that a civilian was not only able to fool a whole group of real cops into thinking he's a federal agent but then also that all the charges for impersonating law enforcement were dismissed is just unbelievable. You can't make this stuff up. Reality is far superior to Hollywood.

He is an under cover that is why is case was dismissed in the first place. Undercovers are intentionally given some sus covers but when they get into trouble. Someone from the high table visits and their charges go away magically.

As referenced at the end of the video, charges may be brought in the future or the case may become a federal action. Given the abundance of evidence it is unlikely that the suspect will have no consequences for his actions, especially given his clear violation of the constitutional rights of an individual. Be safe!

His vehicle was registered to their HQ… that means very, very likely that the vehicle got somehow registered by their admin. Law enforcement typically uses an exclusive expedited process for vehicle registration. It’s actually MUCH more likely than not that someone inside HQ got that vantage for him. So he may be a legitimate closet payroll name… for whatever reason. So, this is much, much more likely more complicated than meets the eye… and that’s why the prosecutor backed out. Cuz that case got a bow on it, dog.

If he had arrested people illegally in the past, what happened to them? He would've had to go to the PD and write the paperwork, cite them, get them bonded out or get them booked into jail. Surely the police/jailers would've caught him at that point, no? It seems more likely the arrests on his body cam were actually legitimate ones done as part of his bounty hunter job.

That's not clear. His job is literally to bring in people who jump bail, so it would make sense that he would have a body cam and be recording him arresting them. The video doesn't clarify whether the arrests on his body cam were legal or not, and even if they weren't, if he arrested people iilegally as a fake cop, at some point he would've had to bring them to the PD or hand them over to the jail/real police and they would've certainly caught him at that point for impersonating a cop, so it seems likely his body cam had video of legitimate arrests he made as a bail bondsman on them. Could be wrong though.

He’s done this before. His name is Brendan Conklin, 43, of Westerville,Ohio. He’s arrested people that were not felons. The agency he worked for goes after ONLY felonious fugitives. The probably got those cases thrown out of court. This guy needs to see the inside a jail for a month or more.

if you ever think you're being pulled over by someone you think might be fake, you can always call 911 yourself to ask the dispatcher to confirm if they're aware of the person pulling you over.

I was one of the people this man pulled over and I have to admit, he was very nice and professional. Not only did he reduce the citation he gave me from $400 down to $350, but he also drove me to the atm and allowed me to pay cash the same day so I wouldn’t risk ending up with a late fee.

You have no idea what you are talking about. I have been a bail bondsman. Bounty hunter has no power. Bail bondsman have more power than the sheriff over people they bonded out of jail. That's why he was let go. He was trying to keep an unsafe driver of the road and flagged a cop down. Bail was around in this country before police. The laws are clear. We don't have to have a warrant in any state. I have had police officers reprimanded for trying to stop me from kicking a door in without a warrant. If you do research you can find out what the laws are. It's always usually with the laws of insurance in the state. License by the state with federal jurisdiction over the bonded person. If I am wrong about someone being inside a house. I have to pay for the door. We could also have people charged with harboring a fugitive.

In Colorado we do not have bail agent protections and we can only kick doors if we can prove 100% that the subject is inside. The person on bond is not a free person, someone on bond is still legally incarcerated but the custody of the prisoner is transferred from the county sheriff to the bondsman. You have no clue how bailbonds work.

Correction. Red / Blue lights are not illegal. Only if he Used them to inpersonat. Tow trucks have Red/Blue Flashing lights cus of diffrent colors for diffrent people. Some cant see the Red or the blue. Look it up Its used on Snow Plows Tow trucks ect. but if you use it to alert other drivers of a traffic hazard, that is not illegal and is constutunaly protected as flashing liths are! a form of communication between drivers. Many departments don't even require you be a citizen now and barely require you even speak English. Here's my take. The man appeared to genuinely believe he was operating within the law. He has a good head on his shoulders, he cooperated, and he expressed no >intent< to impersonate police officers- although some of his actions may indicate he tried to do just that. With his arrest he now knows he cannot do what he was doing, including making traffic stops and flashing a misleading badge and using a misleading license plate. Him flagging down a real police officer shows he really does have the public's best interests at heart. He also appears to have never lied to the police, as his paperwork was apparently authentic (although it could be argued his badge was not authentic, there doesnt seem to be any evidence of him using it to >claim< he is someone other than who he is- such as a peace officer or federal agent). This likely factored into the prosecutors decision, as well as what i believe to be most important factor of all: the odds of him committing these crimes again. Those odds are extremely low. Did he break the law? Yes, it appears so. Is putting him behind bars of any benefit to the people of Ohio and society in general? I would argue no, it isn't. The people who believe his release without consequences is unfair or unjust dont understand the importance of that last question i just asked, but personally i believe it is probably the most important question a prosecutor has to answer when deciding how to handle a case. I've watched hundreds of police bodycam videos and this guy is less of a dangerous criminal than any other criminal i've seen. I'd bet 99% of cases put before a prosecutor are more important and this one, and the prosecutor knows the Ohio court system has plenty of bigger fish to fry. If i were a resident of Ohio i'd be glad to know he was arrested, but i'd also be glad to know he was released and allowed to continue his duties (his real duties- not the traffic stops) as a bail bondsman trying to put bad guys behind bars. I would have no worries whatsoever about him committing these crimes again in the future.

Actually, being that he's a bounty hunter, some of them do that for when they're doing surviellance over night, etc looking for those that skipped bail. I briefly worked in the bail industry and still know people. Sadly, so many of them act like cops and do things they're not legally allowed to do. And, you'd be surprised how many of them are cops that were fired but still want to use police authority.

It likely depends on how much restraint is used. Flashing lights to pull someone over? Not that serious. Pulling them over, then handcuffing them or something more serious like smashing their window out? Pretty damn serious.

Having items in your car that are similar or identical to what a cop has is not a crime in itself. He never used his guns, computer, or medic bag to claim he was someone he isnt.
Other than having blue and red lights, he didn't break any laws. He stopped a driver that he saw as a safety issue, which it was; doing 11 mph down the road is a safety issue. It's the same as you or me stopping a drunk driver. We would be commended but for some reason they wanted to put fake charges on him.

At first, I was thinking along the same lines as a lot of you: 1. this dude is totally impersonating a cop and is really up to no good. 2. The prosecutor dropped the charges?!? Corruption! Everything about the car and all the stuff in it. The fact that he had his address listed as the police HQ?!? How could the charges be dropped? But then a thought occurred to me... What if this dude IS actually law enforcement? What if he's undercover or something like that? Maybe he's not officially law enforcement, but is used to gather info that he then feeds to a special task force or maybe even the State's Prosecutors office. That's how he was able to get the address on his id and car to be police HQ. thats how he was able to get the plate. The car was registered not only to the numerical address of the police HQ, but also the name was registered as such. Not his name. The cops didn't know and he can't just reveal what's going on to just anyone...so they arrested him...oops... Until whoever actually knows what's up got involved, and the charges were dropped. Just like other charges. Or maybe he just knows somebody... Food for thought
Real cases get dropped all the time because the courts are busy and there’s rules about delays. So they choose the more important stuff and drop cases that are harder to prosecute (ie takes a lot of effort by lawyers to read and prepare)
Even if he wasn't a secret LEO or informant, he has a valid reason for having most/all of that gear and never technically represented himself as LEO. The only thing he did that was really illegal was displaying the red and blue police lights. It would probably be too hard to prove intent and too expensive to prosecute and he likely wouldn't have gotten much of a sentence at all anyway, so it makes sense they dropped the charges.
He registered his car at the police headquarters to create the illusion of law enforcement to get himself out of things like this. He's a bounty hunter acting like a US Marshals fugitive task force. Bounty hunters don't need lights. They have no use or legal authority to use lights on public roads. Anyone can arrest a wanted fugitive. No training required.
Could be wrong but I've heard bounty hunters have more rights than the police. They can enter with no warrant whatsoever. Again it may have changed or varies state to state but I was blown away when I first heard that.

Pretending to be a cop should come with a very high penalty, and possible jail time. It shouldn't be treated like a joke, or not taken seriously. Here in Nova Scotia, a few years ago, a psychopath was able to buy an old police car, piece together all the flashing lights and decals, and completely recreate a working police car.......which he then used to go on a rampage and kill 20+ innocent people before he was gunned down. Many of his victims willingly stopped, opened the door to their homes, or even approached him BECAUSE he appeared to be a real cop, in a real patrol car.

I have to say this is one of the more fascinating cop videos I've seen (and I've seen a lot!) The fact that a civilian was not only able to fool a whole group of real cops into thinking he's a federal agent but then also that all the charges for impersonating law enforcement were dismissed is just unbelievable. His vehicle was registered to their HQ… that means very, very likely that the vehicle got somehow registered by their admin. Law enforcement typically uses an exclusive expedited process for vehicle registration.
It’s actually MUCH more likely than not that someone inside HQ got that vantage for him. So he may be a legitimate closet payroll name… for whatever reason.
So, this is much, much more likely more complicated than meets the eye… and that’s why the prosecutor backed out. Cuz that case got a bow on it, dog.

That's not clear. His job is literally to bring in people who jump bail, so it would make sense that he would have a body cam and be recording him arresting them. The video doesn't clarify whether the arrests on his body cam were legal or not, and even if they weren't, if he arrested people iilegally as a fake cop, at some point he would've had to bring them to the PD or hand them over to the jail/real police and they would've certainly caught him at that point for impersonating a cop, so it seems likely his body cam had video of legitimate arrests he made as a bail bondsman on them. Could be wrong though.

We don't have to have a warrant in any state. I have had police officers reprimanded for trying to stop me from kicking a door in without a warrant. If you do research you can find out what the laws are. It's always usually with the laws of insurance in the state.
License by the state with federal jurisdiction over the bonded person. If I am wrong about someone being inside a house. I have to pay for the door. We could also have people charged with harboring a fugitive.

You have no clue how bailbonds work.

Here's my take. The man appeared to genuinely believe he was operating within the law. He has a good head on his shoulders, he cooperated, and he expressed no >intent< to impersonate police officers- although some of his actions may indicate he tried to do just that. With his arrest he now knows he cannot do what he was doing, including making traffic stops and flashing a misleading badge and using a misleading license plate. Him flagging down a real police officer shows he really does have the public's best interests at heart. He also appears to have never lied to the police, as his paperwork was apparently authentic (although it could be argued his badge was not authentic, there doesnt seem to be any evidence of him using it to >claim< he is someone other than who he is- such as a peace officer or federal agent). This likely factored into the prosecutors decision, as well as what i believe to be most important factor of all: the odds of him committing these crimes again. Those odds are extremely low.
Did he break the law? Yes, it appears so.
Is putting him behind bars of any benefit to the people of Ohio and society in general? I would argue no, it isn't.
The people who believe his release without consequences is unfair or unjust dont understand the importance of that last question i just asked, but personally i believe it is probably the most important question a prosecutor has to answer when deciding how to handle a case. I've watched hundreds of police bodycam videos and this guy is less of a dangerous criminal than any other criminal i've seen. I'd bet 99% of cases put before a prosecutor are more important and this one, and the prosecutor knows the Ohio court system has plenty of bigger fish to fry.
If i were a resident of Ohio i'd be glad to know he was arrested, but i'd also be glad to know he was released and allowed to continue his duties (his real duties- not the traffic stops) as a bail bondsman trying to put bad guys behind bars. I would have no worries whatsoever about him committing these crimes again in the future.

Actually, being that he's a bounty hunter, some of them do that for when they're doing surviellance over night, etc looking for those that skipped bail. I briefly worked in the bail industry and still know people. Sadly, so many of them act like cops and do things they're not legally allowed to do. And, you'd be surprised how many of them are cops that were fired but still want to use police authority.

Other than having blue and red lights, he didn't break any laws. He stopped a driver that he saw as a safety issue, which it was; doing 11 mph down the road is a safety issue. It's the same as you or me stopping a drunk driver. We would be commended but for some reason they wanted to put fake charges on him.

I’m former LE, retired. I’ve seen these types of arrests go really bad and be very confrontational. These Officers were AWESOME - calm, professional, explaining things, using discretion, just A+ all around, seriously. Kudos to those guys and their Department.

How could the charges be dropped?
But then a thought occurred to me... What if this dude IS actually law enforcement? What if he's undercover or something like that? Maybe he's not officially law enforcement, but is used to gather info that he then feeds to a special task force or maybe even the State's Prosecutors office.
That's how he was able to get the address on his id and car to be police HQ. thats how he was able to get the plate.
The car was registered not only to the numerical address of the police HQ, but also the name was registered as such. Not his name.
The cops didn't know and he can't just reveal what's going on to just anyone...so they arrested him...oops... Until whoever actually knows what's up got involved, and the charges were dropped.

This is just ridiculous. I can’t believe this.
Real cases get dropped all the time because the courts are busy and there’s rules about delays. So they choose the more important stuff and drop cases that are harder to prosecute (ie takes a lot of effort by lawyers to read and prepare)
Even if he wasn't a secret LEO or informant, he has a valid reason for having most/all of that gear and never technically represented himself as LEO. The only thing he did that was really illegal was displaying the red and blue police lights. It would probably be too hard to prove intent and too expensive to prosecute and he likely wouldn't have gotten much of a sentence at all anyway, so it makes sense they dropped the charges.
The irony is he pulled someone over for assuming they were intoxicated when he himself was charged for driving under the influence numerous times.

He registered his car at the police headquarters to create the illusion of law enforcement to get himself out of things like this. He's a bounty hunter acting like a US Marshals fugitive task force. Bounty hunters don't need lights. They have no use or legal authority to use lights on public roads. Anyone can arrest a wanted fugitive. No training required.
Could be wrong but I've heard bounty hunters have more rights than the police. They can enter with no warrant whatsoever. Again it may have changed or varies state to state but I was blown away when I first heard that.

Pretending to be a cop should come with a very high penalty, and possible jail time. It shouldn't be treated like a joke, or not taken seriously. Here in Nova Scotia, a few years ago, a psychopath was able to buy an old police car, piece together all the flashing lights and decals, and completely recreate a working police car.......which he then used to go on a rampage and kill 20+ innocent people before he was gunned down. Many of his victims willingly stopped, opened the door to their homes, or even approached him BECAUSE he appeared to be a real cop, in a real patrol car.
