Since I can't find anyone else explaining it. From what I can tell, the POW works in that snowball level because if you do it fast enough, you're pulling it while the snowball is still on the screen. In other words, you can only have one snowball plucked from the ground at once.
Uno Más levels are the best levels there always suprising and crazy to see and its weird how these kind of crazy glitchs are a thing and how they work, these are great levels

Koopa is his original name in Japan, here he was called Bowser. Though, the original instruction manual does refer to a decent amount of them by their original Japanese names. So yes, he was at one point in time called Koopa (though King Koopa still would have been a bit more correct even then) even in localized versions and translations.
