I did the environment Niceic course April time this year, it was good involved, extraction and mvhr. I contacted NICEIC about being registered and they told me unless it's a full ventilation system( like mvhr) and its just an extract fan install in a bathroom it minor works and I didn't need to be registered as I had the training. 🤷
I had a discussion with NAPIT about extractor fans and one thing he mentioned is always check the manufacturers specifications, because some fans are only rated at 3Amps. So recommended installing a separate fuse spur or you can buy the triple pole fan isolator with a fuse holder.
I get the feeling the new rule is only an introduction to get us to talk about it. And will become enforced after a year when the next building regs start for air tightness & warmer homes.

You'll be back in no time for burned out drivers or LEDs that changed colours due to cheap coatings. LEDs should last 10 to 13 years, drivers burn out before that.

Luminaires.....you get what you pay for! Get name brands that you trust....there are too many cheap options on the market.
