Fred Fredburger is an example of a dumb side character done correctly because he was used just the right amount where he doesn't become annoying and you kinda wanna see more of him. Which is something Foster's Home For Imaginary Friends failed to do with Cheese imo because the episodes that featured him used him way too much that I absolutely couldn't stand him.
Fred Fredburger is arguably more incompetent than Billy and that's saying something, in fact i'd even go as far as to say that Fred makes Billy look like a genius by comparison.
I love to think Billy is secretly smarter than he leads on, and is possibly more evil than Mandy. There's a few times in the series Billy knowingly does something evil to someone, like driving Scar insane when he moved into their neighborhood.
I bet he'd ask Thor if he could borrow it, and Thor would humor him and say he could if he could lift it. Would love to see Thor's face when he instantly lifts it up. lol
If Fred Fredburger and Periwinkle had shows back in the 2000s, they would've been released in October 2006 and November 2008 and got cancelled in September 2010 and June 2009 and we would have six original cartoons back in the time. And Fred's show would've been the first show created by C.H. Greenblatt and the two shows have aired on Har Har Tharsdays during 2008, 2009 and 2010, instead of having Johnny Test, Total Drama Island, 6teen and Stoked, which they would've just aired on Mondays.
