Telesteps Ladder Failure

My employer’s procurement department has ordered this ladder three times despite my complaints. This video is to warn local management, and the general public, of these ladders.
Update: A company representative came over and showed me how to fiddle with the release tabs at the bottom of the ladder to get it to work. After fiddling with the plastic tabs a bit she was able to pull it up to full extension and it locked. Still unable to answer my question on how to get the ladder higher than where I can reach, but not fully extended, which is needed sometimes.
