I believe that originally the SS# was only supposed to be used when dealing with the SSA.

There was a video I just watched in FL where someone flicked a cig and what the cops did was ridiculous.

Having worked in law enforcement, I am ashamed to say, eight to four shift gets bored. They look for anything to alleviate it including making up bogus stops.
i suspected as much, but what's gonna happen when they have us all in self driving cars ? cops will never be able to pull anyone over again, the city will lose a fortune in fines and cops will have to pick on pedestrians ! it's gonna be a bad time to be on foot .

By his reasoning, I should be very concerned that my 80 yr old mom is a drug addict because she carries Narcan in her car. Communities all over the USA are distributing Narcan to citizens, especially those who might come into frequent contact with those who might overdose. You can see that this pig is trying so hard to come up with something that he can use to stick. The fact that he was pacing back-and-forth and thinking out loud to what he can do to get this guy out of his car, detained, or arrested. Cops, nowadays do not protect and serve. They try to find as many things they can on you and stick as many charges as possible. It’s some sort of sick game that gets passed along from superior to novice cop.

Alas invoking the 5th right to remain silent, unless in custodial custody, requires that you, remain silent. It should, per Salinas v. Texas, protect you, should you have started talking then upon invoke your right, and as such prevent any such "body movements" being used against you.

If you don’t know this, it’s a fact that the last four digit’s of your Social Security Number is all I need along with your name to be able to find your entire SSN! After that I can find out just about anything I want to know about you! Don’t do this ever again! The Veteran’s Administration always ask for my last four digits of my SSN! I will not give it audibly! I write it down and show it to them and keep the paper I write it on! It’s your life if you want to continue this practice! A law enforcement personnel should never need this information!!!

One of the key elements to a loitering statue is you have to abandon the property. That shows you had no intent whatsoever of picking it up. Just dropping it where you still have constructive control (mean you can still control it) will never make it littering
