How will it relieve congestion? Manhattan is an island and Brooklyn and Queens are also islands, you have to cross somewhere to get to the “mainland” The congestion will just move to another area.
Some amount people who currently drive will choose to take public transportation in order to save money. And fewer cars on the roads means less traffic.
People have studied this question to death. It’s a big part of the reason this has been in the works for like 15 years now. I recommend reading the nearly 1000 page final report.
I would only agree to this on the condition that someone go to jail if MTA failed to improve with this money. Otherwise, go broke and and let someone else run MTA.
This is an 8th Amendment Violation. Paying a tax to use an already taxed road.

$9 per car is just to get it passed. I’m willing to bet that shortly thereafter it’ll be $20.

How to travel is a choice of people There is no reason to restrict the way people travel.
Exactly, if congestion is a problem then the city has a lot of work to do and build better roads (underground as well where needed).
