As people already said, he is pretending to be drunk and nobody knew it! He explained that it was a very difficult exercise for him, and he went through some kind of a mental breakdown after the performance. I’m very happy to see his come back after a 7 years break! He needed it and you should look into his backstory. He went through a lot but seems to feel better now, and it is a good thing 🙂
The "this is not a lessons" refers to his tutorials he used to make on his channel called "Lesson" in which he showed how he made the beats for his most popular songs

Hé was not happy about the "curiosity" of people Who shared it and so on. So he had this idea to record his clip, making like hé was drunk. People record him like this Guy when hé was eating. Even the média shared the video saying "stromae drunk in the middle of the street, stromae in dépression after his succes" Week later he went to à tv show and interprete his song pretending hé is drunk. People discovered that they were "pranked" and everybody were accord to say GENIUS

So reminiscent (yet very different) from performances and songs by Jacques Brel (another Belgian singer, extremely famous in the French speaking world). Heartbreaking. It just pulls you in.
