My first thought single image HDR. Do you try that before doing other changes? How about using single image HDR more than once? Instead of doing a sky replacement might Ai Sky Enhancement be someplace to try? Thanks again for an interesting and useful tip that can be useful for either under exposed or over exposed. Wonder why the image was not checked in camera?
You have to do hdr first because it applies to the raw unedited file only. Yes you can run it through again but not sure the result would be that good, it would become really flat. Sky enhancement will only work when there is detail in the sky. This image had none. As for exposure not sure it's not my image. It was submitted by a subscriber for me to edit.

This was good. I typically overexpose my photos rather than underexpose.
I wouldn't recommend overexposure
