I'm not sure what I did wrong, but I was getting "cannot extrude curved face" when trying to complete the final step. My frustum is reversed from yours (large diameter on top), but otherwise is similar. I have no idea if something you did along the way was different, however, because there was no voice narration. It's also unclear if the geometry you created with the line tool needed to be created in that order of 2 shapes, or if it could have been created with 1 line and still achieved the final result.
Luke, I think that one of the vertices of the trapezoid you need to rotate is not in the blue-red plane. It can be tricky to use only endpoints that are in the red-blue plane.
