I think you need to switch radiator direction from downward to upward. If you don't, it may be cause that bunch of bubbles could be stuck in middle of hose

What i did,i've got a stickers of AliExpress, with the Intel Xeon logo,and learned to explain WHY it's better,then I7. While being basically vga-less I7. I've even wrote it ,but people NEVER read the postings,so, when i've been contacted by potential buyer,the second thing i told was "did you read the postings". Apparently, most of them didn't....
Good thing of the LGA1150 plattform is, you can use regular Xeon E3 V3 and V4 on it, without some Bios Modification. Even limited overclocking on non-K CPU is possible, by setting the clock speed of all cores to the clock speed of the single core turbo. Both things where dropped by intel with the introduction of the 6th gen.
My theory of why rainbow six ran faster than on this than the i5 9400f is probably that the optimization for multicore systems isn't as good as the raw additional power of the newer i5. Which would make it spread resources less efficeintly across cores and threads, reducing performance. Just a theory though. Edit, there is a way to test this by diabling some cores in your bios to keep it the same number as the this one, and check if it improves performance.

It's hilariously ironic that all ASUS mainboard users simultaneously praise ASUS for their quality, while all their mainboards have problems. Both times I got one (1 used locally LGA1366, 1 new online AM4), I had to deal with issues that didn't exist for me on cheaper brands (like GIGABYTE). Fuck ASUS! Regarding performance difference between those two computers: as time progresses, manufacturers use cheaper and cheaper materials and implementations of hardware. So it shouldn't be surprising that an older HEDT(?) outperforms newer standard desktop hardware.
Move the radiator to the top
The radiator’s pipe should be on top. By doing that, the pump will work less hard.

I would look at bend/broken pins in cpu socket for second ram channel to work.
The top i7 of the line is the 4790k, you can use that cpu instead of something without hyperthreading

Nope that cpu has no hyper-threading for some reason.

a 5770c would really make this system sing i think the i5 might be the issue with the ram

Dead lan, dead soundchip…in 5 of 10 used asus boards, i bought this year.
So this is why you shouldn't go with gamedias cases. They are not that good and cost to much. I recommend just going with diypc cases
