This route in particular was easily re-opened because the tracks were never removed, and with a growing focus from the part of City Hall to get as few cars into the city as possible, they've invested in increasing the frequency and span of public transportation. As someone who was born and raised in Lisbon and knows how bad parking, noise and pollution can become, I greatly approve of decisions like this one of bringing back the old routes.

The description is correct. The E in 24E stands for "electrico" . And electrico is literally the word which describes the property of running on electric power in Portuguese (if it's a male gendered object, if it was female it would be electrica). These trams are known here as "carros electricos" (electric cars) exactly because they're electrial, i.e., they run on electricity.
