I'd be willing to bet this is acting as a heatshield and keeping more heat in. poor contact between barrel and fins means it won't transfer much heat through conduction, and of course it will reflect radiant heat and lessen effectiveness of convection since it traps the air flow. complete junk without good mechanical contact and thermal paste
