My best explanation is this series was like one of the oldest sanrio series. This was back when Tuxedo Sam was created to be Hello Kitty's love interest, before Daniel existed, so likely when they went to another series they did a lore reset and didn't bring back most of the cast here

This is because this show was made by Dic and Toei animation. Catnip was an original character and not one brought in by Sanrio. It's a shame some elements of her couldn't be reused in some way.
