I think one of the conditon for extension up to Beleghata was completion of FOB over EM Bypass. So, theoretically even if they viaduct of 90m is complete for rake reversal, all the observations of CRS needs to be complied with for their nod. Further, passengers alighting at Beleghata have no use getting down at the wrong side of the Bypass. Hence, FOB work is extremely important.
