Hi Mark Most of my riding is independent from the flow of traffic. On occasions I have to take the full lane , not often. Also I doubt any of the local police officers are going too ever stop a senior and ask questions regarding there bike . My class 3 bike , with 20 throttle 28 peddling and 750 watt motor is the gold star standard in my neck of the woods .
Big speed e-bikes should have to be licensed/insured it isn’t fair to small displacement motorcycles that go the same speed .If a ebike goes 45-50mph it IS a electric motorcycle
I guess E Bikes can not replace other transportation totally. Not everyone can make daily use from an E Bike. I'm sure that is the case in other countries like in the UK where 15.5 mph and a 250 watt motor are the limits. Depends where you live and how far everything is from home.. weather and traffic. If you buy an E Bike for leisure and exercise, more people can use it that way. Replace a car? I don't ever see that happening unless you really really want it bad. Still not good for most climates in winter. I use my bike when I can.. about half or 2/3 of the year. I chose to supplement other modes of transportation with an E-bike. It's not a life threatening situation.
Qualifying applicants will receive rebates for either $1,200 or $300. Qualifying applicants with a household income at or below 80% of the county-area median income will receive a rebate of $1,200. Applicants not meeting that income requirement will get a rebate of $300.
Not everyone who wants a voucher will get one. We expect to give out about 8,500 vouchers. Most of those will go to low-income households. There are about 3 million households in the state, and each household is limited to one rebate.

the legal distinction between an EBIKE and a SCOOTER is the"ebike has pedals and doesn't go over 20mph with throttle only"
You can peddle up to 28 mph / throttle 20 mph

Class 3 28mph with throttle should be law everywhere.

As you say not everyone can replace the car do to winter weather conditions.
You didn’t pedal that e bike once during your video. Does that make it an electric motorcycle, or an illegal e bike?
I did not pedal the ebike. It has a throttle and Class 2 ebike switch on the left under the grip. How fast did I ride?
I am disabled and dont peddle mine. Its still a bike. My opinion. He rides for fun. I do too.
What if you have a 1500 watt ebike conversion kit But turn down the 750watts is that still legal?
