Something tells me we're going to hear something similar to this speech again fairly soon. The failures of the LCS, constellation class, decades of industrial decay, and most critically the need to re-furbish our nuclear missile submarines leaves the navy severely weakened. The next Ford carrier is 2 years late, the Ticonderoga class and Arleigh Burke class are maxed out with their latest tech packages and are in desperate need of a replacement. The attack sub dockyards cut their production estimates from two subs a year to one due to a lack of workers. We now only have 4 operational dockyards which are old and inefficient. This is shown by the fact it takes us 28 months to build one destroyer compared to South Koreas 18 months. The Navy also has a lack of qualified engineers and personnel after it fired all of their engineering departments at the end of the cold war. All in all if the Navy did everything right for the next decade and got the congress to heavily subsidize the shipbuilding industry and funded several initiatives to get people into the trades to re-build Americas blue collar manufacturing potential it would still take a solid decade to undo nearly 40 years of systemic decay. That's not to compete with China, but to simply get us back on par the the 1990's, Chinas fleet is expanding at an alarming rate. It all comes down to tonnage right now, Americas only saving grace is that it has heavy iron as opposed to Chinas mostly light surface combatants. The US Navy has far more vertical launch tubes, Aircraft carriers, and mature weapons systems then China, if it can maintain this fact for the next decade we might just be able to stand toe to toe in a peer state war with raw Chinese industrial output. If not, then it comes down to a midway like battle where the US navy either comes home with its shield, or on it.
