It's not a good thing that she is sending her son to give the books to Rex, but a) she is very clear she only wants the oldest boy interacting with Rex, 15 years old and already smart enough not to get caught up in that crime lifestyle and b) what other option does she have? She is a single mother raising three kids in the poorest neighborhood in the city. If she doesn't ask her boys to step up, they all starve, because she cannot take the time to go and find Rex, she needs to finish the next bit of work for the next 50 dollars that will buy benny a new jacket. It's wrong and unfair to the kid, but that is not a fault of her-it's a fault of a gotham that doesn't give a shit if the poor of the city live or die. She is a woman in poverty with no assistance and no good options, and within those boundaries, she is doing the best she can.
