How ever if you read on in the books it is more of a case of no that was his power and dieties can only help you to your power limit and will only do so if you meat certain requirements. Yes and no. The staff they're using here is something called a "divine instrument", a tool or a weapon associated with a god. One can only use such an instrument to their fullest if the god allows them to (hence the prayer goes "grant me the power"). However, one must have sufficient mana to do so as well. It's like mountain climbing tied to a buddy: you can only reach the top, if both of you are climbing, one simply cannot carry the other. Shikza was a dumbass who didn't have much mana to begin with but Myne has an absurd capacity. Therefore, Flutrane couldn't do much to help Shikza, but Myne would have generated an entirely new forest had the High Priest not stopped her.
Majority of the characters powers come from their in born mana capacities and how much they expand it until adulthood, the divine's blessing is more seen as a way to more efficiently use the mana, but some spells need specific deities to be on their favor to cast properly, to sum it up casting prayers requires one to offer mana, blessings allow you to spend less mana for the same effect

In this case this dude has insufficient mana and as a former priest likely never toke his prayer mana dedication seriously so no blessing to facilitate. He's allowed to do the ritual only because he goes through the minimum of motions to do so with the poor results you see. Myne on the other hand has lots of mana, and takes her prayers and mana dedication seriously. I won't add more for spoilers I already said too much.
