I can flak squadrons in one arc, and add 2+ attack die to a single squadron in a different arc.
Worried I could only attack a single squadron ever.

I think I know an instance when LTTs can be used on QLT attacks. If you have a ship with QLTs and a squadron command that activates a squadron with special, and you move an objective token which triggers Moralo Eval who attacks the ship because for whatever reason that is the only thing in range for him to attack then in theory the counter would happen during that ship's activation thus letting you use LTTs on if it you wanted to. I don't think this would ever really happen, but it could.
Yes, that is an an EXTREMELY rare case, but you are correct! That can happen!

so let me know if i am understanding this correctly. I can declare im going to flak, then target each squadron in my arc and range, then on the last one say im targeting it with LTTs?
No, you can only add dice on the first squadron attacked in the attack.
Some players here on youtube use this card like 3 times in a fleet. The upgrade card collection has only two. I have a separatist and republic fleet. Should i buy 1 or 2 upgraded card collection packs? Is t really worth it to buy 2?
I'd say 2 to at most 4 is about all you need depending on what you are building for.
Try picking up a copy of "Rebellion in the Rim" as that contains two copys of the upgrade as well as plenty of other goodies!
