China's grab for the UN‘s Food and Agriculture Organization | DW Documentary

  • China has headed the UN’s Food and Agriculture Organization (FAO) since 2019. During this time, the country has restructured the organization’s personnel. Critics complain that China is advancing its own interests, using the UN's largest specialized agency.
    The FAO (Food and Agriculture Organization), headquartered in Rome, is responsible for food and agriculture worldwide. It is the UN's largest specialized agency. It collects data on the agricultural sector and develops projects to help people access better nutrition - something that is more important than ever, with climate change and the growing world population.
    Qu Dongyu, from China, has been Director-General of the FAO since 2019. After taking office, he restructured the organization. He appointed Chinese directors to central departments. Before Qu's election, two director positions were occupied by Chinese nationals. Now, that number is six. One of these directors is responsible for crop protection - which includes the handling of pesticides. A research team was able to view internal documents that show that dozens of shipments of problematic pesticides to countries in Asia and Africa have been approved since 2020.
    Approvals were granted not only for insecticides used in emergencies -- for example, to combat a locust plague -- but for herbicides and fungicides, as well. These are used against weeds and fungal infestations. Many of the pesticides approved for delivery by the FAO contain active ingredients that are no longer allowed in the EU due to their toxicity. When asked, the FAO replied that it does not supply pesticides that qualify as ‘highly hazardous’ and only sends those that are approved in the recipient country. But the FAO left questions about specific pesticide approvals unanswered.
    An insider who has worked at the FAO for many years also made serious accusations against the Chinese leadership, claiming that it was instrumentalizing the UN organization for geopolitical purposes. Further research shed light on the role of Chinese officers in the FAO. These Chinese nationals are employed by the FAO -- but their salaries are paid by China. Other countries also pay officers from their home countries. However, the regime in Beijing puts a premium on "political ideology" - as Chinese tender documents show. According to these documents, the officers must regularly report on their work at the FAO to the Chinese embassy in Rome. And none of this is set to change anytime soon: in July 2023, Qu Dongyu was re-elected as Director-General for another four years.

    DW says that Germany pays FAO over $100 millions. In reality, Germany payment of $129 million is spread over 15 YEARS. That is equal to about $8.6 million per year. DW never mentions that China is contributing $10 millions per year.

      DW often mischaracterises China as almost conniving, deceitful, malicious, untrustworthy. That's simply not the reality; China is very good at solving a problem with sheer will, numbers, mass, but it's often at the cost of efficiency, pollution, etc. There's myriad things I actually very strongly disagree with the Chinese government on, but if we are to actually discuss these dischordances with nuance, we first have to do away with this blatant orientalisation of China's people and government. Otherwise we'll just be stuck here, fudging the numbers for a point because the west can't conceive of China as anything but a mortal enemy. Frankly, the lack of imagination is just sad.

    Why do you think an international organization should follow the EU domestic laws?
    If a chemical is banned in Europe but legal in other places, you should not be shocked that others use it, because you no longer colonize them and your rules does not apply to them.
    And by the way, Paraquat is legal in the US, so don't act like China is committing a genocide by allowing Africa to use it.

    paraquat is completely legal in most parts of the world including the US, Australia and Latin America. I wish DW could have more hard evidences on those cases but I know it would be difficult

      Paraquat is a "restricted use" pesticide/herbicide in the US.. That means you have to be licensed in to buy and use it, and also trained to take precaution. Your comment is misleading.
      Paraquat was even banned for use within China - so they're selling to it Africa.
      Praquat has potentially been linked to causing Parkinson's disease

      in may be legal, but it has to be controlled by those using it. I can see control steps not being performed in poorer countries. paraquat causes illnesses in the US and there are lawsuits.
      African countries must protect themselves with knowledge in their governments. Ban these substances.

      In the US Paraquat is "Restricted Use" meaning that someone has to be trained and certified to purchase and use it.
      It's completely banned in 50 countries due to health concerns mainly to people who apply it. It's even banned for use in China.

    The member countries re-elected Qu. QU Dongyu was re-elected to a second term as Director-General of the Food and Agriculture Organization of the United Nations (FAO). In ballot by FAO member countries, Qu received a total of 168 out of 182 votes deposited.Jul 2, 2023. If he is re-elected by such a big margin the 168 out of 182 countries who supported him must have concluded he was doing a good job. It is a clear mandate.

      Of course votes can be purchased and money certainly talks. On Dec 12, 2024, UN General Assembly voted for a Gaza ceasefire resolution, 153 countries out of 193 member states supported the resolution, up from 120 votes in last October while the against votes down from 14 to 10. I am sure the US paid those 33 countries to vote for the resolution so that will US standing out in those 10 countries who votes against, further demonstrate our exceptionalism. And who are the magnificent 10, they are the US, Israel, Austria, Czechia, Guatemala, Liberia, Micronesia, Nauru, Paraguay, Papua New Guinea. Of these you may never heard of tiny countries despised US paid off those 33 countries to vote Yes, they don’t need the money so they voted against with their sense of justice.

    If the global south is made to follow the high standards of EU, starvation will be regular in those regions. Of course, it would be best to follow EU's standard, but there is a reason even America has low standards than EU, i.e. it cost too much to reach and maintain those standards.
    EU's standards will be better for sustainablilty and future generations without a doubt, however if people are already starving and fighting for food there will be no good future anyways. Wanting the best is great but economic is grounded on reality. If the economy is too poor, it can't support the lifestyle/ standards of richer developed countries.
    In every crisis the world has faced, western countries seem to be more and more out of touch with the global south. Vaccine hoarding during covid, unilateral sanctions on Russia leading to increase in food and fuel prices( punish Russia for that stupid attack, but not the rest of the global south), Israel crisis, red sea blockade and using human right only when it's suits their narrative. This video is the latest out of touch view of west.
    With all the crisis going on around the world, famine is still being avoided. That is really good news, but that is not according to the west. Who cares if famine happens even now and than, what matter the most is are the rules being followed.

    I saw Chinese farmers hand spraying their fields in Guangdong back in 2011. They were covered in it and didn't seem to understand the implications. Its quite possible that its still being done that way.

Nevertheless, when the soil is healthy and the cover crops attract beneficial insects which outnumber the "bad" insects, then locusts don't have a chance to grow so large. Also, polyculture farms and orchards attract other wildlife such as birds and small mammals which eat locusts for breakfast, lunch, and dinner. Healthy soils and proper permaculture management of a farm, ranch, and/or garden provides a balanced ecology of wildlife and nutritious food for people. It isn't magic and requires time and effort and the results are long term and beneficial. What else would you recommend?

    As a development practitioner myself, I am disheartened by the findings and analyses brought out in this video. There’s so much talk about how we’re failing to meet the SDG targets and that there’s not enough money to fund development. But as this video points out, there are serious governance issues that make it even more difficult to address what are already grave problems (in food production and security, health and nutrition) in low income countries. That something like this is happening to a UN org is really quite a blow.

    As I watched the video, questions started to appear. Why would it be bad to vaccinate cattle and have a railroad to a neighbor country? These pesticides mentioned are banned in how many countries? Why can't you store grains in Pananá? No response in the report.

      It's not a vague term, it is a term agreed upon by the UN when referring to any of the nations of Africa, Latin America, Caribbean, Asia (excluding Israel, Japan, and South Korea), and Oceania (excluding Australia and New Zealand). Thus, when they say "global south" they are referring to a VERY specific list of nations - not a vague list.

      probably correct, given the state of things!! it would be wise for the UN to clean up all internal conflicts of interest, and make the world more peaceful and healthy. the world seems to be controlled by corporations and corrupt nation states big and small....but it is also a small world, really and we should be pulling in the same direction, for people...not for their overlords who seem to always end up dealing in poison and death and greed. the UN is being used for the benefit of some not all,...which is a waste, a danger and a shame for us all unless there can be peace order and good governance if not decent governments across the land and sea. why don't we own our data instead of it being stolen to feed machines? why is there so much space garbage and kids with phones while other kids have nothing? no one can answer any real questions without commie pigs and capitalist whores arguing. ugh!

    DW changed concept. I paused the film and found out the requirements are for internship not for expert officers in FAO. China paid for internship students. There are nothing wrong for students briefing for local embassy. DW only interviewed Europeans who has their own views on China. By the way, international organizations are always under influence of big powers. Like UN general secretary said bad about Israel, Germany pissed off. DW should film one documentary about his connections with China. China is really bad guy. I find DW keep its quality in science domain but very biased on geopolitical economics.

      FAO is a super powerful position... Globally.... You are in charge of the 8 billion people's food and meals. Do you realise this ? They cannot send in a non-expert. It has to be the highest and qualified with working experiences. And not a bureaucratic position. What China should have done is to send their team with half bureaucrats and half strongest China's best expert. Doing this will give China's foreign reputation to be much stronger. Right now, this setup is embarrassing. Even with interns to learn on the job. They need to learn quicker not to make simple mistakes that cost issues and risks later on. Time is not on your hands. Don't make a bigger mistake.
