There's no such XML feature but maybe RSS feeds will work in this case, WordPress creates a feed for every post type (listing is a custom post type "hp_listing").

No you need to create a billing account but they only charge from a very large amount of pings so it should still remain free for most users

Yes, there's an option in the settings that you can enable for the admin to approve every applicant
