Oh! I'll watch this video twice. It's really useful. Your election system is serious. In my country, Argentina, we have people from Paraguay or Bolivia crossing our boundaries to vote for our candidates. People from one State enrolled to vote in the other state. Finally in the last two elections, people belonging to the parties were taking photos with the cellphones to have a better control.

That's a really good question, Ibrahim. You are referring to seniority rather than age. So, a person who has been employed in a company longer than someone else has more seniority. In that case, either of your examples works. However, if you are referring to age, then I think we are more likely to say, who is the oldest person rather than most senior person. There wasn't originally a limit, actually. That was implemented later, possibly in response to Roosevelt. The limit is also not strictly "2 terms". It's a number of years greater than 8 but less than 12 (I can't remember what the actual number is). So someone who became president due to succession instead of a vote could potentially run for two full terms after serving out the remainder of a predecessor's term, depending how long that partial term was.
There wasn't an official limit, but it was tradition to only serve 2 terms, which is why no president prior to FDR went any further than that. It was a bit of a special circumstance during WWII and congress made that rule after he died. He was president for like four consecutive terms and died mid term during the last one, if I remember correctly.
The replies below are mostly accurate. But let's be clear, it wasn't congress that reacted to Roosevelt's 4 terms, it was the result of a constitutional amendment. It happens this way: Congress must call a convention for proposing amendments upon application of the legislatures of two-thirds of the states (i.e., 34 of 50 states). United States President is elected by the electoral college. 538 electoral votes are distributed between the 50 States and the DC. California having 55 electoral college votes is the largest state whereas Delaware, Vermont, Dakotas, Alaska, Wyoming, Montana and DC have 3 votes each which has the smallest number of electoral college votes. For winning the Presidential election the candidate must win the majority of votes in a state to win the state's electoral college votes.
