Does Nash equilibrium only apply to simultaneous game? Can it also apply to sequential? Or if its sequential, it becomes a cooperative game?

Hi! Thank you for the great explanaiton! A question: can we still call it dominant strategy if only one single cell of a row (out of four) has the highest number? Or only if ALL numbers of a row contains the highest figures?

I guess we can call it a strictly dominant strategy only if all payoffs(numbers) of a row are higher than the other rows.
