same issue here. just happened to me 2 days ago. reformatted my computer and still no fix. not using vpn either. what a bummer!
tried phone hotspot, vpn, reinstalling steam and the game. Nothing works
dude ive been having the same issue :(
I think this is happening because the game recently got an update/is currently updating things and its effecting everyone who's trying to download anything at all (new players, updaters) so we probably have to wait a day or so :/
