I don't think this is even a war crime? Attempting to run a blockade is an inherently hostile act regardless of what you claim to be carrying or if the ship is unarmed. The legality or morality of the blockade itself aside, I'm pretty sure that at a minimum the Republic is allowed to demand access for inspection. If the ship is confirmed to only be carrying humanitarian aid I think at least by some interpretations it would be a crime against humanity to block it from continuing, but it doesn't really sound like the situation ever got that far.
