It appears that 25k is the average points/per stay. The World of Hyatt app is free to download, where you can view the # of points that are required per stay, at any given Hyatt hotel, on any given day, etc. if you have a specific country or destination in mind, to frequent.

I don't think 25k Hyatt points for $400 is a good use at all. Upgrade is a different story, you might get even better upgrade if you paid cash.
