if you add up the time sequences in season 7 you find out in 'homeland' that he went in the marines at a certain age, then if you add up the years that are stated that hes been a NCIS agent and an NIS agent then you will find out his age :)

I think Gibb tolerates the breaking of rule 12 because of rule 1. If he stopped them from breaking rule 12, he'd be breaking rule 1.
