I'm not sure exactly what you're asking, but I think it comes up as negative because the tiny amount of current is flowing the 'wrong' way through the voltmeter and whenever it detects this then it gives a negative reading. Others may know more on this though.
That would depend on the country you are in. I would have thought standard school lab equipment suppliers should sell it, but ours was probably bought many years ago! Sorry.
