Title is misleading. He means streaming from VLC to VLC, so if you want to stream from your PC to your TV in a local network, this will not work at all. Which is kinda the reason most of us are here anyway judging by the comments.

If all you need is a way to access your media files stored on your PC from your phone/tablet or TV, here's how I did it:
1)Go to "Media Streaming Options" by typing "Media Streaming Options" in the Windows search box. You can also access it through: Control Panel>Network and Internet>Network and Sharing Centre>Media Streaming Options -- It is likely that Media Sharing is not turned on so you will be asked to click on a button to turn it on. Do so.
2)Download and install the VLC player/app. on your Android device
3)In VLC, select "Local Network". You will probably see a Folder Icon with the default name given to your PC when installing Windows (unless you bothered changing it) and another icon underneath which shows a hard drive with a music note/video symbol. The name of this slighty different: it is your PC name, followed by your Windows user/account name. Tap it and you will be able to see the contents of your Windows Media Player Library.
And that is it! No tinkering with options, mobile hotspots...
Just make sure that your Windows Media Player's Libraries are correctly populated and set up. (Personally, I always use Windows Media Player to play my music so that was not an issue for me).
Another thing to bear in mind is that you will lose the connection if the PC goes to sleep so you need to change that option in the "Power and Sleep" section of the Control Panel.
I had not realised when setting up Media Streaming on my PC that it had already detected my Blueray player and my TV (both are connected to the WIFI router and can do Screen Mirroring). You can actually cast/play video and music files from your PC and watch them on your TV and I did not even know it! What you need to do is, in your PC, right-click on the video file you want to watch, select "Cast to Device" and click on whatever device you want to play the file with (in my case, I can select both my TV and my BlueRay player). However, there are certain file types that the media players on the TV won't be able to play. So for example my TV can play mp4's but can not play mkv's, for example.

@@varixman It shows the network, but all those folders contain nothing. I can't seem to fathom out how to give it access to other folders where my files are. I DO NOT want to have to copy these files in these folders. That will mean my HUGE files will be in two places on my hard drive. What a waste of HDD space. I was hoping this would be good, but it's easier to just right-click the file and stream/cast direct.

This was the answer, except for one detail...how do I get the one that is serving as the server, to also play? It is nonsense that why VLC starts to increment position slider (elapsed time) of media when you hit "Stream" button instead of just saying "you're ready to go" there? It should just listen for clients to connect but it tries to play media as if playing locally eventhough "display locally" is unchecked during setup. Weird.

Not nearly as useful as it could be. For one thing, there seems to be no way to make VLC act like a true remote player. Like, it just starts running the content immediately even if there's nobody watching it, so they're gonna miss the first minute or two while they establish the stream connection.
What's needed is a way for VLC to make the stream contents available but pause sending as long as there's no connection for it to stream to.

for it to work with specfic files you have to activate transcoding

Hello there! I am trying this tutorial of yours with Windows 7 and Smart TV Samsung (not android). It is possible to stream video from VLC to these kind of TVs ?

Thanks for this interesting video. Unfortunately, this method and most of the other methods covered only show VLC being used to stream an individual file. Do you know if it is possible to set up VLC as a DLNA Media server, similar to Windows Media Player, where the contents of an entire video collection can be selected from a remote device like a Smart TV? I basically want to set up VLC in this manner, something like Plex or similar, do you know how to do this? Thanks.

You can probably set that up with your router. I have a usb drive where I put videos and stream it to any device.

I'm still stuck on K-Lite because of FFDshow and its ability to allow me to color correct the picture on screen. I don't think VLC can do that :/

Can VLC media player work as simply as MicroSoft Media Player did before it was removed after last update? After update I'm experiencing slow lagging playback on movies or tv episodes. I tried suggested ways from TH-cam vids, by turning off unused programs, delaying start up and delaying background programs, changed way video played with lower output. But then learned that I no longer had MS media player app on my desk top and not listed in add or remove window..tho I did see still the Media Player Library file..and it popped up warning window that file is corrupted. So now I'm downloading VCL media player, but not sure if it will stream movies, etc. as simple as I did when I bought the laptop with MS media package already to go to stream media. (oh don't know if this matters but I do still see the Skype App, etc. but turned it off since I never use it. I just don't have the Media Player which I hope is just one reason video playbacks are lagging and buffering terribly. Ever moreso than just with slow, sucky internet service where I live in the US) So if there is a way to watch TV or movies on the sites I use and not have to download all movies or shows to a file on the desktop...plz help me with steps to stream from my internet service I have.
