If you have a Chromecast/Google tv is easy than go to an option of playable->renderer and select the option that can be call "stream" down of local, that is your device right now, when you select thst it will stream the content to you Chromecast/ google tv without install the app i think and oc any config thst is used in this video.
What is the use of that "Local Network" button beside of stream button visible in vlc media player of google tv. When I open it, i see my laptop name there but I do not know how to use it.
It's funny how people call this a nifty feature, however it's the sole reason VLC was ever developed :p It's called Video Lan Project for a reason

how to use it pc via pc (Lan, not anydesk)? it shows black screen, infinite loading, only audio plays on host (audio of the previously deleted video)
Quality is low if play direct file pendrive in tv usb

Make sure your sound devices are set to the same default as VLC.

Nah VLC android don't do that, you can stream TO it or use network files on other devices but never FROM it afaik
