The Cardissian Captain is pretty right in his assessment. If the factions had officially joined the mission they could have crippled the Dominion or forced a truce. They just sat on their ass too long and let the Dominion expand .

It might not be prudent to automatically raise shields when a red alert is called. What if someone is beaming up/down/across? Or a shuttle is about to dock?
What in the world makes you think it's an automatic process of "Red Alert" to raise shields? They say to raise shields after it every time...signs definitely point to it being a specific command. Even weapons get their own special callout.. I would say red alert is "everyone wake up and get to a post, prepare for whatever you do under battle stress"
