Peacekeeper has a dodge attack and then stab for bleed, she also has a jump attack. Peacekeeper grab and stab combo is ok but I rather use heavy attack if I do get a grab. Doesn't peace keeper has very few unlockables bu does she have a deflect punish? It's been awhile since I played her.

Characters that have no or very little hyperarmor and heath should get a damage buff. Shaolin doesn't have many unlockables. But I do remember a jump attack that was unlockable when he's in his stance. Also, I noticed your not using his stance light attack counter guard thing which has a some hyper armor and can be hard to read and it can hit twice I think if it hits. Shaolins moveset needs an update because if you use a staff in real life you can do a wide attack and if someone blacks it you can do a kick or pull it in and poke your opponent due to faster reflexes. Perhaps shaolin needs a reflex guard stance without using his weapon, a second stance for defense, counters and he uses his opponents momentum and throws them to the ground.
