Without proper coolant, the compressor load is not confirmed because significant temperature changes occur with coolant which affect compressor resistance and operating speed etc. So it is expected to consume 30A or more after filling coolant.
It is still 750W which is less than 1900W typical 1.5 ton AC but that can only be confirmed after testing and confirming that it is actually 1800BTU.
