I think you're referring to "Contact Letters" when you say "Content Letters. Given that, everyone who has passed classification exams gets Contact Letters from those departments that have chosen to automatically send them out when the have open jobs posted for the same particular classification. Only those folks who've applied for open jobs is considered for interivew invites. Even then, only the "best" applicants are considered for interview invites. Hope this helps. Very safe in Mexico in non-border towns. Stay away from illegal activities and you never even come in contact with cartel personnel and danger of any kind. I did choose Mexico as my retirement country. Currently in Lake Chapala area south of Guadalajara but visiting other areas and open to moving. We'll see. Like where I'm at right now though! Hope this helps!
I've never had a Federal job so I'm not the one to ask to compare and contrast State versus Federal benefits. I can say the State benefits are very good though!

A better question would be as follows: Is this book a comprehensive workbook of steps to follow to get a job with the State of California? I can tell you based on feedback I get from my 1-on-1 coaching clients, comments on my TH-cam videos, and many direct emails I get (kentdills@yahoo.com) that the answer is a resounding YES. IMHO: This should help one make the decision to buy or not buy versus knowing how many pages are in the book. ;-)

Yes. Lots of jobs don’t require a degree. Experience counts year-for-year as much as education in most jobs. What kind of job are you interested in?
