So if you license every single core in your data center for Oracle Enterprise, does that mean you can install unlimited amount of virtual machines running oracle database enterprise?

Yes, Oracle is licensed on a physical level (number of cores) if you license all physical cores - you can have unlimited number of databases running. For example if you would have a physical server with 4 cores intel (4x 0,5 = 2 processor licenses of EE) you can run 20 databases on that server. Licensing is done on the physical machines.
