Is that everyone in the company or is it not necessary? let's say taxi drivers in a taxi firm, do they "support" internal operations? Cashiers in the shop working only with the point of sale machine (that contains no java)?
This is a new license definition, "support your internal business operations" it is different from other "employee" definitions that Oracle has. You need to interpret this internally. But we would generally define that as someone who has an AD account or access to any of your internal systems. (not only systems running Java)
