Whistle is disconnected and works in a different way, you can't smoothly transition from and to modal voice from it, at best its a switch, a short pause (like let's say Mariah Carey's Vanishing SNL). Flageolet is more colorful and can be used in classical singing and funnily enough, Lisa Fischer and Minnie Ripperton, who famously use it, both are classically trained.
