My wipers are slow, not nearly as slow as yours were, But I do have a question for any help with mine. My wipers move okay on the first setting, they stop completely on the second setting, and they move decently quick on the last setting. Does anyone know why the middle setting just quit? could it be the connections? Or do you think the wiring is caput for that setting only? It's hard to be to try to find a new motor, but If I have to buy a new one, I will pay the big price, but I wanted to see if anyone had any ideas. So far, from anywhere I've asked, no one has had an idea yet.
I reckon your problem is with the tiny teeth on the base of the mounting points for the wiper arms, these tend to wear out over time. Replace these and that should solve your issue

If I had to guess I suspect the wiper stalk is bad and not the motor. The motor still works at the other settings, so it's not broken.
