I think you interchanged the torque specs of drain plug and overflow plug.. Torque specs should be: Refill plug => 39 Nm Drain plug => 28 Nm Overflow plug => 20 Nm or 180 in-lbs
The total dry Toyota FJ Cruiser transmission fill capacity is 10.7 liters. However, due to the transmission design, only about 4 liters of Toyota WS transmission fluid will drain when removing the transmission pan and changing the transmission filter. Thats why in the title I wrote “flush”, it cant be named a change. This is totally fine, if the fluid looks too bad, you can do this procedure, run the car, do it again and again, so you will get out more and more old fluid mixed with the new one.

When you open the indicator plug after doing the flush - do you just let this keep draining until it stops, then do up the plug?
