Yes in budapest pickpockets and scammers are the biggest concern of crime most other things are very safe tho. Safer than most Western Europe cities

Taxi's scam the tourists every chance they get too, and they can try to overcharge you in some places, the prostitutes approaching you at night is also annoying. Never been hit by those scams mentioned here though, maybe I've just been lucky.
