    This is nonetheless a scary EAS due to the sudden interruption and the tones sounding a very slight bit toned down nearly half a semitone. Paul was very strange and sort of creepy when he was the main EAS guy during the late 90’s and early 2000’s. My Dad does remember seeing EAS Alerts similar to the one you captured. In my opinion this is gold because it is sort of hard to find old alerts like this now-a-days. Overall, great grab man!

    I have a tape with the exact same screen as this!
    What's funny about the tape I have is that there are no tones at all. 8 minutes into the test it suddenly switches to a "blackout of video service" screen
    Goes on for about 45 minutes.

    What an creepy alert!
    Emergency Alert System was occurred on 1999 when the International Channel is running Dragon Ball Z, then the EAS alert shown up with the weird text "ALERT ALERT ALERT". This is not full the EAS alert, it cuts into the last seconds of Dragon Ball Z opening theme song.

    Through some searching of VTEC data, the exact warning turns up, dating this tape to June 26, 2000: mesonet.agron.iastate.edu/vtec/#2000-O-NEW-KBOX-SV-W-0041/USCOMP-N0R-200006260100
    The cable system probably picked up the alert from either WXJ41 in Hartford or WXL93 in Worcester.

    former FEMA administrator who helped extensively in the process of building the EAS as we know it today here. to give you some interesting facts about this alert, this alert screen (WNPA screen) was used during the transition from the original EAS screen which was just a scroll over the programing, to the EASy screen(classic black eas screen with 4 headers and a text scroll) which came out in 2002. this is from when they where trying to do broadcast interruptions, and have the receiver go to a completely different broadcast, which is what this is. the voice used in this eas, which was basically the only eas voice used for a while until they developed scansoft tom, is commonly thought to be DECTalk Paul, or old paul, or perfect paul. while DECTalk was the company that created the voice, paul was NOT the voice that was used in any eas alerts. when we where developing the encoder for this screen, the voice that DECTalk had developed for our system was "DECTalk Harry". i can confirm this because as i was one of the leaders in getting the encoders developed, i remember installing DECTalk on my pc to play with the voice to get it to say several things, and the voice i was instructed by the ceo of DECtalk to use the voice harry, which, fun fact, was actually portrayed as a black man in the application. if you use the voice commonly belived to be the voice we all know as paul(found on this website, tts.cyzon.us/), and listen to, for say, this warning, you can clearly see the difference. however, if you used the harry voice, youd see how similar it sounds to the alerts.

      The blue EAS screen seen in this video is actually from a Cable Envoy CEMS-1000 character generator unit hooked up to a HollyAnne MIP-921 or 921e EAS encoder on MediaOne Cable (which at the time of this alert, June 2000, was owned by AT&T Broadband, which later in turn got acquired by Comcast in October 2002). As a person who has been researching the EAS since 2018 and has talked to many enthusiasts over time, I've never heard the term "WNPA screen" before. Is WNPA an abbreviation for something? All I can find that is related to TV broadcasting regarding it is a TV station in Pennsylvania which held that call-sign from 1997 until 2006 (and now holding the call-sign WPCW).
      I'm also curious, do you have any source or citation for your claims? Considering there is a lot of false information going on in the EAS community it would be nice to have some citation behind these claims, especially for the first one regarding the screen. Thank you.
      (By the way you're indeed correct about the DECTalk claim, DECTalk Harry sounds closer to the voice NWS used than Paul)

      ​@@luennix you where not involved in the creation of the eas, nor where/are nearly all of the people or "enthusiasts" that upload information about the eas. To be able to verify any of the information i listed, you had to either work on the project like i did, or be involved of the day-to-day operation of it. this is because none of the kind of information that we are talking about was regularly recorded by people on the internet or in general. so in other words, its kind of a thing where you either know it or you dont. even by reading any informational manuals/instruction manuals, its very difficult and even impossible to get this kind of information, like what kind of voices where used, the different screens, etc. to get the most accurate information on the eas, because most of the "enthusiast" information out their is either flat out incorrect, a conspiracy theory, or a fact that has a lot of missing peaces to it/is not exactly true, i recommend talking to someone who was actually involved in the process of building it, like me. the best people to talk too are fema administrators from 1988-2010, that work or worked in either the department of public information(not sure if they still call it that but thats where i worked.), or the department of crisis management. im sure you could look some up on Facebook or something. so in other words, no i do not have a source to cite the information i provided because none of it was ever uploaded to the internet while the eas was being built, its just facts i remember from working with fema.
      oh also, about the blue screen thing, thats just one of the many encoders of the same thing, the term ""WNPA" comes from the station we tested it a lot on, and it wound up just using that term for it, ive seen it a few times on the internet, and im sure if you look far enough youll find the same term be used for it. and also, im not sure how you found the exact encoder that generated this alert, but if you know anything about eas screens, or the eas in general, youd know that the encoder has nothing to do with the type of screen, their are hundreds of different types of encoders that can code the same type of alert

      @jimstervideoproductions9065 Sorry if I sounded rude, I thought you were just one of the people falsely claiming stuff regarding EAS.
      I do know it is a HollyAnne encoder because the tones sound identical to the ones actually generated by them (there are some demonstration videos online). Also, I know the screen has nothing to do with the encoder used (it's generated by the character generator hooked up to the encoder, Cable Envoy CEMS-1000 in this case according to the enthusiasts and demonstration), but the visual wording style does depend on the encoder and firmware version used. for example the Texscan-MSI can be used with Gorman-Redlich, EASyPLUS and TFT 911 encoders and depending on the used encoder the wording changes as the CG takes the text from encoder and puts it on screen visually.
      Also thanks for letting me know of the WNPA term, I should re-search it, sounds interesting. If you do have more info regarding the EAS please share it as it's rare to find officials working on the system and I constantly research it as a part of my hobby.

    Oddly enough this voice (Old Paul) was still used in NOAA weather stations (those ones you can only get in certain cars) for about a decade and a half after this. It was the "transitional" voice between the main weather announcements, which used Old Tom. My mom and I were so intrigued by it because of how primitive it sounded. This was up until maybe 2015? I haven't checked in a long time so I have no idea if it's still use in 2021.

      video the international channel was a small company broadcasting to western Massachusetts all the way to southern new Jersey and Philadelphia the channels premised around the Chinese community the channel started broadcasts in 1990 in Newark on station Wnet it eventually expanded into other areas described above but by the mid 2000s and the turn of the century the channel started going downhill eventually they gave up and by 2005 filled for bankruptcy and later that year comcast bought the channel and changed its name to the AZN channel and marketed more towards adults in the Chinese community instead of children like the channel beforehand but nothing came of it and 4 1/2 years later in 2008 the channel went extinct (not a single person watched the channel) and comcast took the channel of its listings never to go on air again

    due to excessive research I found the date to be july 6th 1999 due to looking at archived newspapers of the Republican (the local newspaper in Springfield Massachusetts) and the wwlp news history log shows reports of a severe storm witch went through the area around 9.57 PM to 10.30 PM witch did not do much damage except felled a few trees and ripped off some shingles of a few houses in Westfield and longmeadow it went by the area pretty fast and presumably dissipated out at sea the next day or day after otherwise it was your average mid summer thunderstorm and the channel that the alert was broadcasted on was closed in 2008 before changing its name in 2005 to keep it brief

    The SAME headers should include timestamps in them that could reliably pinpoint the time this was recorded (if the ENDEC that was used to generate this alert has the time set correctly).

      @@r31jz66 As a Private EMT Dispatcher, this is what is known about this system. the three bursts are data transmitter tones that activate the system. Civilians should never rely on the Data tones as the Long Low pitch tone is the Attention signal that is meant to grab our attention. You see, once the tones are heard by the system, it activates. For example, this one was written in simple form as " The National Weather Service has issued a *** Severe Thunderstorm Warning *** for the following MA Counties: Hampden, MA and Hampshire, MA: At 7:20PM on June 26, 2000 effective until 9:57PM, Message from Mediacom(Now Xfinity). This is the information That these tones have, which is what makes up this system. The EBS was also capable of Using SAME Headers but the Tech back at this time was Limited. The EBS was never replaced, its just upgraded to Include SAME Tones, and the Name was Changed slightly. This system is The EBS but It includes the option to Be Activated from Radio, The EBS Did not include this, it was only able to be activated via Television, which was limited then

    I was watch Codename: Kids Next Door on the classic Cartoon Network, Hey Arnold! on Nickelodeon and The Proud Family on the Disney Channel this EAS message to severe thunderstorms occurred probably in the summer of 2003. Scary yet good times. Whoa! What the hell, A Dragon Ball Z theme song in Japanese at the end? LOL! Totally righteous!!
